Extend java audiotools to work with 96000 kHz 24 bit format

The Association for Library Collections and Technical Services (ALCTS) recently released Minimum Digitization Capture Recommendations for audio which has only one resolution (96000khz 24bit). Most toolkits today work well with 48100khz 16bit format. If these files are going to wind up in archives then we need to adapt current tools to deal with higher audio resolutions.
